White paper 02 · Chapter 11

Twelve facts would change this assessment; most can be settled within a year

This paper relies on public sources available on 10 October 2026. Some facts that matter for a steel platform at Kribi are not yet public, are reported inconsistently, or have not been measured. This chapter lists them, explains why each matters, and proposes how and by whom it could be resolved. None of the gaps reverses the paper’s central finding, that Kribi has the hard attributes of a steel platform and needs its enabling infrastructure to arrive in sequence. Several of them, however, determine how fast and how large that platform can become.

11.1 How the gaps were identified

Each chapter’s evidence was graded as it was assembled. A fact was treated as established when it came from a primary source, such as a decree, a regulator’s report or an official statement, or from two independent reputable sources that agree. It was treated as reported when only one secondary source was available, and as a gap when no public source was found or when sources conflict without a way to reconcile them. Figures that are Cameroon Steel’s own planning assumptions are marked as indicative throughout and are not counted as gaps; they are explained in Annex A.

11.2 The gaps that matter most

Power system data. The short-circuit level that the new 225/30 kV substation at the port will offer at its busbars has not been published, nor have the rules for connecting large fluctuating loads. These numbers decide how large an arc furnace can be connected without compensation, and how much compensation each tenant must install (Chapter 4). The timing and financing of the second stage of the 225 kV system, from about 100 MW to 330 to 400 MW, are also not public [S25].

Gas availability. How much gas from the fields offshore Kribi can be committed to industry for twenty years after the departure of the Hilli floating liquefaction vessel in July 2026 is not known, because reserves are not publicly certified and the larger Yoyo-Yolanda resource has not reached a final investment decision [S67][S68][S69]. This is decisive for any direct-reduction module and for captive or extended gas-fired generation.

Water plant capacity. The capacity of the port-platform water plant due in early 2027, and the share reserved for industry, have not been published [S26].

Bulk berth design. The technical design, phasing and user-allocation rules of the mineral terminal agreed in a memorandum of understanding on 4 November 2025 are not public, and no financial close has been reported in the sources reviewed; the only dated public statement is that completion is expected within five to six years of March 2026 [S32][S33][S03].

Land framework and tariffs. KPIZ’s new contractual framework for tenants, the entity that will sign new agreements, standard terms for heavy industry, and whether the 2018 tariff book, including its commercial levy of 3% of turnover, will continue to apply have not been published [S10][S11][S114].

Environmental baseline. There are no measured air-quality, noise or receiving-water data for the zone; the background fine-particle figure used in this paper is modelled [S92]. No strategic environmental assessment of the zone has been published.

Hazardous-waste capacity. No licensed hazardous-waste facility or zinc-recovery route was identified in public sources for the region (Chapter 5).

Road and rail timetables. The Édéa-Kribi road reconstruction has no published completion date [S27], and the June 2026 railway agreement has no published timetable for studies, financing or construction [S41].

11.3 How Cameroon Steel will update this paper

This is a first edition. Cameroon Steel intends to update it when material new facts become public, in particular the commissioning of the 225 kV substation, the publication of KPIZ’s contractual framework, and decisions on the mineral terminal and the railway. Corrections and additional sources are welcome and will be acknowledged in later editions.
