Suppliers and local content
Building the supply chain with Cameroonian businesses.
A steelworks buys a great deal, for a long time and on a regular basis: works, materials, parts, services, transport. We want a growing share of that spending to go to firms established in Cameroon, and we state it as an objective, to be met and measured.

Principles
Buying fairly, transparently and locally.
These principles will frame our purchasing procedures. Those that depend on the project’s progress are stated as objectives.
Commitment
Fairness
The same information, on the same timetable, and written selection criteria for every bidder.
Commitment
Transparency
Published purchasing procedures, announced tenders and an outcome notified to each bidder.
Objective
Local-content priority
At comparable quality, timing and cost, preference for firms established in Cameroon; lots sized to be within reach of SMEs; local subcontracting required of major contractors.
Objective
Supplier development
Helping SMEs meet our quality and safety requirements: qualification, audits, training.
Commitment
Integrity
Zero tolerance for corruption, declared conflicts of interest, no gifts linked to a contract.
Commitment
Social and environmental requirements
Cameroonian labour law and the IFC Performance Standards across the supply chain: no child labour, no forced labour, contractor safety on site.
Objective
Paying on time
Paying suppliers within contractual terms: for an SME, it is a condition of survival.

Why local content
Value should stay in the country.
Processing ore in Cameroon only makes sense if purchasing, maintenance and services also benefit the local economy. Every purchase placed with a Cameroonian firm creates jobs beyond the plant and skills that serve other industries.
Cameroon’s investment-incentive framework also asks investors for a programme of local skills, technology transfer and local hiring.
