Evidence gaps: what is not yet known, and how it can be found out
The paper’s conclusions rest on the mandatory status of NC 236, the published enforcement record, the international standards and the few published tests of market and site rebar. Several facts that would sharpen the analysis are not in the public record: the full technical requirements of the current edition of NC 236, a representative national picture of rebar conformity, official findings on recent collapses, the testing capacity of Cameroonian laboratories and measured corrosivity on the coast. None changes the direction of the recommendations; each would improve their targeting. Most can be resolved within a year at modest cost.
11.1 Ten gaps matter for policy and practice
The table lists the gaps, why each matters, how it could be closed and by whom. Cost ranges are Cameroon Steel estimates for budgeting orientation only, not quotations.

11.2 Three gaps deserve priority
The content of NC 236 (G1). This paper deliberately does not reproduce the numerical requirements of the national standard, because its full text was not available from public sources at the evidence cut-off. Whether NC 236 requires a strain at maximum force and a strength ratio equivalent to ductility class B, caps overstrength, sets mass tolerances like those of the European family and requires a carbon-equivalent limit, determines how much a Cameroonian specifier must add to "NC 236 Fe500" in a contract. A free summary of essential requirements, of the kind many standards bodies publish, would close this gap at almost no cost.
A national conformity baseline (G3). The only peer-reviewed Cameroonian study found by this research sampled bars on building sites in four cities and found that 11 of 24 bars (46%; the study reports 52%) had yield stresses below 400 MPa [S19]. The sample is small (bars of 10 to 14 mm), the sampling dates are not stated, and the headline share in the article does not match its own counts; its findings may not represent the market of 2026, after the mandatory standard and the 2024 enforcement action. A properly stratified survey, repeated annually, would both measure progress and form the backbone of the annual conformity report recommended in Chapter 10.
Testing capacity (G5). Every recommendation that involves testing, from certification to site acceptance, assumes that a contractor in Douala, Yaoundé or Garoua can have three bars tested reliably within a few days at a reasonable price. Whether this is true today is not known from public sources.
11.3 What the answers could change, and what they could not
It is worth stating in advance how the resolution of each priority gap could alter the paper’s conclusions, so that new evidence can be read against them.
- If NC 236 already requires class B ductility, an overstrength cap, European-family mass tolerances and a carbon-equivalent limit (G1), specifiers would need to add little to "NC 236 Fe500", and the model clauses of Chapter 7 would shrink to a reference to the national standard and the proof of conformity. If it does not, the clauses become more important, and a revision of the standard to add those properties, rather than to add grades, would deserve consideration.
- If a national survey finds high conformity among marked bars and failures concentrated among unmarked ones (G3), as the Cameroonian site study suggests [S19], the priority would shift further towards market surveillance, refusal of unmarked bars and site acceptance (R3, R6, R8). If it finds non-conformity among certified products as well, certification itself (R2) would need to be strengthened first.
- If accredited testing capacity is already adequate in the main cities (G5), R7 becomes a lower priority. If it is not, it becomes a precondition for surveillance and for the public procurement clause, because neither can work without laboratories that contractors and authorities trust.
- If investigations identify reinforcement as a contributing cause of recent collapses (G4), the urgency of every recommendation increases. If they do not, the case for the measures stands on its own: they are inexpensive ways of verifying, before construction, a component whose failure is otherwise invisible.
- If measured corrosivity on the coast proves very high (G7), protective options for splash zones, such as low-permeability concrete and coated or stainless bars, would move from special cases to standard practice for buildings on the seafront.
None of these outcomes would reverse the direction of the paper. Each would change the order and emphasis of the measures, which is why the annual conformity report proposed in Chapter 10 should also report progress on closing these gaps.
11.4 Evidence from laboratories and sites can be pooled
Much of the missing evidence already exists in scattered form: in the test reports that laboratories issue to contractors, in the acceptance records of well-run sites and in the files of engineers who investigate damaged buildings. Pooled, these records would give a far better picture of the market than any single study. The minimum useful record for each bar tested is short: city and date of sampling; where the bar was obtained (merchant, site, mill); declared diameter and grade; rolled-in mark, if any; measured mass per metre; yield strength, tensile strength and Agt; bend result; and the laboratory and test method.
Cameroon Steel invites laboratories, engineers, contractors and public bodies to share such records, stripped of client and project names, so that aggregated and anonymised results can be published in later editions of this paper. The format is deliberately the same as the one proposed for ANOR’s annual conformity report, so that the two can eventually be merged into a single public data set.
11.5 How this paper will be updated
Cameroon Steel will revise this paper as gaps close: when ANOR publishes the essentials of NC 236 or a register of certified producers, when surveillance results or new studies appear, and when the status of the national annex is confirmed. Corrections and additional sources are welcome. The edition date on the cover and in the document control table identifies each version.
